 The urgency of China's energy consumption structure transformation

Energy supply is an important guarantee for economic development. High carbon energy structure not only influences the ecological environment but also leads to a slowdown in economic transformation.

Renewable energy power is the fundamental way to replace fossil energy. Affected by excess capacity and Paris climate change conference and other factors, China's energy structure is entering a profound reform age. It is predicted that the proportion of fossil energy will be reduced from about 80% in 2010 and less than 15% in 2050. Meanwhile, new energy led by PV has a broad space. It is predicted that China’s PV installed capacity will reach 150GW and 500GW in 2020 and 2025 respectively.

Power cost reduction is the key to PV industry development

According to National Energy Administration, China's total installed capacity of PV amounted to 43.18 million kilowatts by the end of 2015, with 15.28 million kilowatts of new PV power generation installed capacity, which makes China become the world's largest PV power generation country. China's PV installed capacity and volume has increased by 40 times in the past 5 years. The output of PV cells and components has always been the first in the world. China’s industrial policies in PV manufacturing and application are maturer, which boosts the steady market growth, and indicates that China's PV industry forges ahead.

PV power generation is a clean energy with the greatest potential for application. In the next five years, PV electricity costs will decrease approximately 50%. In terms of industrial train and system construction, open power market, perfect transmission with motor system, decreasing financial interest and son on will provide market system guarantee for industry development in the next 5 years. Furthermore, in terms of manufacturing, decreasing product costs and improving quality and system will be the key to a significant decline in the cost of PV power.

Industrial upgrading & advanced technology

In 2015, National Energy Administration launched Top Runner Program to stimulate product market demand and promote enterprises’ technological upgrading and product quality.

It is expected that manufacture polysilicon solar cell with conversion efficiency will reach 18.5% and silicon solar cell of 21% in 2016. Due to the quality of semiconductor grade silicon components, conversion efficiency will be improved and costs will reduced in the future, which means silicon will become the best technology  to reduce electricity costs and the trend of future market development. PERC technology can improve conversion efficiency of silicon solar cell of 1%, while polysilicon solar cell of 0.5%. In the next few years PERC combined with MWT and N silicon will lead to more efficient product industry.

Monocrystalline silicon to be the mainstream

The output of China's silicon solar cell reached 16.5GW in 2015, accounting for 39% of global production capacity. It will climb to 41% in 2016. In 2015, due to the rapid upgrading of technology and the decreasing costs, this situation has changed. In the first half of 2015 the price difference between polysilicon and monocrystalline silicon was 0.15-0.3 RMB /W, while in the second half of 2015 the price difference of mainstream products was less than 0.1 RMB /W. It is expected that the construction investment of PV power station led by silicon will be reduced to 5.8 RMB and component cost will be decreased by 25%. The cost of PV power generation will probably decrease more than 50%, which is benefit for humans enjoying the clean energy and suitable environment.

  Guangdong photovoltaic power stations with 500 thousand kilowatts in 2016

Recently, National Energy Administration issued a document about the implementation of photovoltaic power generation project in 2016, indicating that the construction scale of Guangdong ordinary photovoltaic power stations in 2016 will reach 500 thousand kilowatts. The contents of the document are mainly listed as follows:

1. Municipal development and reform bureau (Commission) should strictly supervise   the preliminary work of photovoltaic power station project.

2. To encourage competitive allocation of selected projects.

3. Municipal development and reform bureau (Commission) should follow up photovoltaic power station project.

4. Power grid companies should actively support the preliminary work of photovoltaic power station project involved in the annual plan.


 The largest photovoltaic power station in Shaoguan (Guangdong) with average annual savings of 790 tons of raw coals.

Recently, Shunchang photovoltaic power station, the largest photovoltaic power station in Shaoguan, was successfully set up with designed capacity of 1800 kilowatts, roof area of 18,000 m2 and estimated total investment of 17.1 million RMB. It will not only save average annual raw coals of 790 tons but also reduce the emission of CO2 of 198 tons.


 Yangjiang (Guangdong) to set up photovoltaic power station of agricultural PV& mountain PV& ecological PV.

Recently Yangjiang agricultural photovoltaic power station was set up with annual power generation capacity of 55 million Kwh. As one of the key projects of Zhuhai assisting Ynagjiang, the agricultural photovoltaic power station utilizes of waste mountain and renewable solar energy for power generation. The total investment amounts to 450 million RMB and installed capacity of 50 megawatts.

The photovoltaic power station integrated with “agricultural PV& mountain PV& ecological PV” is currently preparing the introduction of agricultural enterprises to promote the adjustment and upgrading of the local agricultural structure and the development of "agriculture, countryside and farmers".


 Guangdong No.2 Hydropower and Guangdong Xuwen Government signed an agreement to propose photovoltaic power generation project

On July 18th, 2016, Guangdong No.2 Hydropower Co., Ltd and Guangdong Xuwen Government signed an agreement to propose photovoltaic power generation project of “ fishery & photovoltaic combination” and “agriculture & photovoltaic combination”.

The photovoltaic power generation project phase II reaches about 100,000 kilowatts with the total investment of approximately 860 million RMB. The company indicates that the purpose of this foreign investment is to promote the company's investment in clean energy power generation business development and improve profitability. The photovoltaic power generation project is completed and put into operation in the two period, the company's future operating results have a certain role in promoting the role of. So far, the total installed capacity of photovoltaic power generation projects has reached 50 thousand kilowatts, and the total installed capacity of new grid connected photovoltaic power generation project has amounted to 110 thousand kilowatts.

 Favorable conditions for Guanngdong PV market

By virtue of abundant regional resources and photovoltaic (PV) policies, Guangdong Province witnesses rapid growth of PV industry and sets a good example for China’s PV industry development. In view of its development background, Guangdong is regarded as a pioneer of PV power generation. Under the guidance of China’s policies, Guangdong PV power generation market development also promotes the overall development of Guangdong’s economy. It is estimated that Guangdong PV market will have a bright future.

Rich PV power generation resources in Guangdong

According to "Guangdong Solar Photovoltaic Power Generation Development Plan (2014 to 2020)", there are near 200 various industrial parks in Guangdong, which can be installed distributed PV power generation system construction roof area of 80 million m2, including Pearl River Delta region of 60 million m2, East Guangdong of 8 million m2, West Guangdong of 5 million m2 and North Guangdong of 7 millions m2.  It’s calculated that annual new construction roof area is more than 28 million m2. If  10% is used to install PV power generation system, an annual increase of building roof area of construction of PV power generation can be installed capacity of about 0.3 million kW (300 MW).

Subsidy policies to support Guangdong PV development

China’s government policies are an important element which contributes a lot to PV development in Guangdong. Although there are no provincial subsidies and a few local subsidies in Guangdong (at present only Guangzhou, Foshan and Zhuhai has launched PV subsidy policies), the supporting policies of distributed PV development in Guangdong achieve good results. Based on the prosperous development of the industry, manufacturing industry, and strong economic foundation, Guangdong Province is still the top priority for distributed PV development.

The level of economic development in Guangdong ranks the forefront of China. For example, the average electricity price of industry and commerce during daytime is about 1RMB / kWh, and desulfurization benchmark electricity price of is about 0.502 RMB / kWh. Compared with other cities in China in same electricity subsidy standards (0.42RMB/kWh), distributed PV power generation economy in Guangdong has better effects. In addition to electricity subsidies of 0.42RMB / kWh, there are additional subsidies (draft) in Guangzhou, Foshan and Dongguan.

Guangzhou: PV project subsidies for Guangzhou residents are 0.1 RMB/ kWh. Projects which are built by 2020 and meet the conditions can enjoy the subsidies. After the completion for 1 year the subsidy will last for 10 years.

Foshan: Chancheng District, Foshan has issued related policies for the projects invested in 2016. The project investors and owners have a one-off grant. A single project awards is no more than 100,000 RMB.

Dongguan: The subsidies which last for 5 years for distributed PV investors in Dongguan can be divided into two parts. Non residential investors like industry, commerce, school and hospital can be given subsidy 0.1 RMB/ kWh, while residents can be given subsidies 0.3 RMB/ kWh according to actual power generation.
